ActionAid research in India, Pakistan, Nigeria, Sierra Leone, Tanzania and Uganda concludes that essential services for HIV and AIDS should be provided at the primary healthcare level. Primary health care is key to tackling HIV and AIDS and reaching the universal access targets.
